Training Kids for Jobs That Don't Exist Yet: What California's Lithium Valley Story Gets Wrong About Education
Imperial Valley College trained 173 students for lithium industry jobs that never arrived. The Hechinger Report covered it. Here's what it means for how we prepare kids to work in an unpredictable future.

In southeastern California, Imperial Valley College built something from scratch: a workforce training program designed to place students as plant operators and technicians in the emerging lithium industry. The state had been calling the region “Lithium Valley.” The pitch was reasonable. A new industry was coming. Get ahead of it. Build the credential.
173 students enrolled since fall 2023. 42 completed their certificates.
The Hechinger Report covered what happened next: the jobs haven’t materialized, and the college is now scaling back the program. A senior researcher at the UC Berkeley Labor Center described this outcome as “incredibly common,” pointing to solar and advanced manufacturing as industries that hit the same wall.
The students didn’t fail. The bet failed.
The Timing Problem Is Structural
Here is the trap: employers need trained workers ready the moment projects launch. Workers can’t train and then wait indefinitely for an industry to catch up. And curriculum can’t move faster than funding, accreditation, and hiring cycles. By the time a program is designed, staffed, and through its first cohort, the original assumption may have already shifted.
This isn’t an Imperial Valley problem. It isn’t a California problem. It’s a predictable outcome of building education around a specific industry’s current moment rather than around what a person can do when that moment changes.
The credential has an expiry date. The student cannot control when it expires.
The “Pick a Lane Early” Instinct and Why It Keeps Failing
The instinct behind the lithium program is the same instinct that drives a lot of conversations about preparing kids for the future: find the growing sector, build for it, get ahead.
It feels responsible. It is specific. It sounds like a plan.
But specificity is only an advantage when you can predict which bet lands. The history of workforce training is full of programs that were perfectly designed for an industry that moved, stalled, or got reshaped by something nobody anticipated. The students who come out fine are not the ones with the most targeted credential. They are the ones who can figure out the next thing fast.
That is not a personality trait. It is a skill. And it can be taught.
What Actually Transfers
When the job description doesn’t exist yet, the question isn’t “what certificate does my kid hold.” The question is: what does my kid know how to do when the plan changes.
A few things travel across every disruption:
- Critical thinking. The ability to look at a situation, separate what’s known from what’s assumed, and make a sound judgment. This works in any industry, with any set of tools.
- Adaptability. Not resilience as a personality trait. Adaptability as a practiced skill. Knowing how to orient yourself when the context shifts.
- Learning-to-learn. The capacity to pick up the next credential, the next tool, or the next framework quickly. This is what makes the cost of a wrong bet survivable.
- Judgment about tools. Knowing which tool to use, when, and why. Not just how to operate it when the instructions are in front of you.
These are not soft skills. They are the load-bearing ones. They are also the ones that standard school curricula spend the least time on, because they are harder to test and harder to sequence into a textbook chapter.
The Kid Should Be in Charge of the Tool
There is a version of “future-focused education” that just replaces one passive credential with another. Here’s a course on AI. Here’s a certificate in coding. Sit down and consume it.
That version has the same problem as the lithium technician program. It assumes the tool that matters today will still matter in the same form by the time your child is in the workforce. Sometimes it will. Often, it won’t.
The version that actually works looks different. The kid is in charge of the tool. They use it on a real project, with real decisions to make, where the judgment call is theirs. They learn how the tool fails, where it misleads, and what it can’t do. That kind of learning doesn’t expire when the software gets an update.
